CURRENT OCCUPATION: Bethlehem City councilwoman
QUALIFICATIONS FOR THIS OFFICE: City councilwoman 1997-2009; 1999, inducted into Bethlehem Catholic Academic Hall of Fame
RESPONSE: Economic Development to increase our tax base. As a member of council, I will continue to facilitate the completion of the development known as BethWorks.
DAVID DiGIACINTO
DOB: 1953
EDUCATION: 1975, US Military Academy at West Point, BS
CURRENT OCCUPATION: Business consultant Bethany Enterprise, Inc. (4/1/09)
QUALIFICATIONS FOR THIS OFFICE: Bethlehem Authority (water) 3 years; LV Airport Authority 3 years; President and CEO Publicly traded healthcare co.; Managed a non-profit for community development (South Mountain Area Redevelopment Team)
RESPONSE: Always a major issue in any election is financial stability and how it is balanced between spending and increasing the revenue base. In a growing environment, services and infrastructure need to be addressed. Taxes, economic development, and in the case of Bethlehem casino revenue, requires careful review. Understanding, evaluating, then making the appropriate decision requires experience and leadership. I have that background and can work with the administration to tackle the issue.
KAREN DOLAN
DOB: 1960
EDUCATION: Douglass College, Rutgers University, BA; Moravian College, Teacher Certifications
CURRENT OCCUPATION: Teacher, Liberty High School; Bethlehem City Councilwoman
QUALIFICATIONS FOR THIS OFFICE: Current Bethlehem City Councilwoman; chair of Public Works Committee, member of Finance and Public Safety Committees, Founder/Executive Director of Illick’s Mill Partnership, an award willing teacher/student project that has raised $1 million.
RESPONSE: Our biggest challenge is maintaining and improving Bethlehem’s quality of life: its big city/small town qualities, despite re-development of Steel land and the rapid destruction of neighborhoods by those who gain financially without regard to citizens and environment. I will continue my emphasis on safe, walkable neighborhoods, quality housing, stable taxes, beautifully maintained parks, and an efficient approach to protecting historic, cultural, and natural resources.
ERIC R. EVANS
DOB: 1959
EDUCATION: 1987, Liberty High School; 1991, University of Pittsburgh, BS Finance/Economics; 1997, University of Scranton, MBA; 1999, East Stroudsburg University, Teacher Certifications
CURRENT OCCUPATION: Teacher of American history, East Hills Middle School
QUALIFICATIONS FOR THIS OFFICE: PNC Bank (1993-1999) Credit analyst, commercial loan officer; President of City Line Little League (2003 present)
RESPONSE: During the next four years, public safety will be one of the major issues facing the city of Bethlehem. With the increase in economic development, increase in population, and the opening of the Sands casino and surrounding complex, public safety can not be compromised. It is imperative that we maintain strong police, fire, and EMS. I will support, if necessary, the hiring of additional police, fire, and paramedics.
JOSEPH F. LEESON Jr.
DOB: 1955
EDUCATION: BA in economics, cum laude, DeSales University; JD, Columbus School of Law of Catholic University of America
CURRENT OCCUPATION: Attorney
QUALIFICATIONS FOR THIS OFFICE: Vice president and chair of finance committee of city council, former board chair WLVT TV 39 Lehigh Valley PBS, former board chair Lehigh Valley Community Foundation, former commissioner Pennsylvania Public Television Network.
RESPONSE: I support redevelopment of the Bethlehem Steel plant land. This development will create new jobs and build a tax base for the city. Development should occur in the inner cities, rather than in the green space of the countryside. I led the negotiations and drafted the contracts that led to the creation of the Bethlehem Works project and the Bethlehem Commerce Center project. Both projects hold great promise for the future of the city.
MICHAEL D. RECCHIUTI
DOB: 1976
EDUCATION: 2003, Western New England College School of Law, JD; 1999, Penn State University, BA; 1995, Freedom High School
CURRENT OCCUPATION: Attorney
QUALIFICATIONS FOR THIS OFFICE: Treasurer, Bethlehem City Democratic Committee, 2 years; Lehigh County Democratic Committeeperson, 10th Ward, 3 years
RESPONSE: Working smarter and working harder is necessary for Bethlehem City Council in these challenging economic times. Council candidates must build personal relationships with taxpayers and share equally in finding solutions to modern problems of a changing city. Promoting fiscal responsibility, hiring more police, encouraging home ownership, and creating sustainable middle-class jobs are all of our challenges and demand all our solutions. Only through personal interactions can creative solutions to Bethlehem’s challenges be fully exchanged.

QUALIFICATIONS FOR THIS OFFICE: Over 30 years of professional experience; Certified Public Accountant (CPA); Certified Fraud Examiner (CFE); Certified Internal Auditors (CIA); Certified Valuation Analyst (CVA); Accredited in Business Valuation (ABV)
RESPONSE: The stakes are too high for the city, especially with all the municipal frauds of the past few years and the additional inflow of over $8 million in casino host fees to not elect someone with accounting, auditing and fraud experience. The Controller is the financial watchdog of the city’s money. The Controller has the authority to investigate and audit any records and/or accounts to protect the city and the taxpayers.

QUALIFICATIONS FOR THIS OFFICE: Military police two years; Police officer 24 years; Elected constable 29 years
RESPONSE: The economy and constable reform. The state legislature and the state supreme court justice are considering to reform the constable system or abolish the office of constable. Assigning constable duties to the county sheriffs, thus putting additional burden on the taxpayer. Currently constable fees are paid by the defendants in civil and criminal cases. Improve don't destroy the system with reform, including courtroom security for district courts.

RESPONSE: Balancing the academic needs of the students with the financial realities of the community in addition helping to create a more positive relationship between the school board and the district administration. I believe I would bring to the board, as a result of my administrative experience, the ability to develop and evaluate the educational and cost effectiveness of all district programs.

Applicant for vacant seat in 2008; Local businessman, 9 years; Parent; 10 year volunteer with the Boy Scouts of America numerous leadership awards, trains volunteers in leadership development. Attended 2008 education policy and leadership institute
RESPONSE: The greatest issue facing the BASD community, and for the foreseeable future, is the budge crisis. The funding for many vital programs is in jeopardy in an attempt to limit the tax burden. I will explore ways to better manage our current technology in order to reach all grade levels in a fiscally responsible manner. In addition, I will fight to continue funding those programs that have been a proven success in our district.
IRENE FOLLWEILER
DOB: 1960
EDUCATION: BS degree in business administration, management emphasis, business communications minor, Elizabethtown College; Freedom High School graduate
OCCUPATION: Director, corporate procurement for electronics company; water aerobics instructor, Bethlehem YMCA
QUALIFICATIONS FOR THIS OFFICE: Bethlehem Area School Director since December 2007; Management experience in procurement, finance and budgeting; Served as a swimming coach 1988-1996
RESPONSE: The two largest issues facing our district are the budget and improved academics, one can not be considered more than the other. The school board role is to set policy insuring the students receive a quality education. We need to set financing to achieve this goal without undo burdens on the taxpayer. I have acted with this in mind for the past year and will continue to do so with a professional and respectful attitude.

BENJAMIN M. TENAGLIA III
DOB: 1949
EDUCATION: 1974, Villanova University, BS Business Administration
CURRENT OCCUPATION: Vice president, Peapack Gladstone Bankruptcy
QUALIFICATIONS FOR THIS OFFICE: School director, chairman audit committee; Joint committee member, Bethlehem Area Vo-Tech; Member, Bethlehem Area School District’s strategic planning committee, task force for performance improvement, mentoring, and Project 720 committees Liberty PAC; Former treasurer, Hanover Elementary PTA
RESPONSE: The Bethlehem Area School District must provide an educational environment where each student will attain the knowledge, skills, and attitudes to become a productive and livelong learner. This is now more difficult given the precarious financial condition of the district. We must ensure that every dollar is spent wisely. The variable rate debt must be reduced and the taxpayers of this district should be considered the last source of funding, not the first.

GILBERTO GARCIA-RODRIGUEZ
DOB: 1965
EDUCATION: Bachelor degree, UPR, Bachelor Social Sciences; P.R. Evangelical Seminary, M.Div.
CURRENT OCCUPATION: Assist director and fatherhood specialist of SHAPE program at Family Answers. Ordained Minister at Trinity UCC Hispanic Ministry.
QUALIFICATIONS FOR THIS OFFICE: Working with family and education issues for 20 years. Leading afterschool programs at church and schools. Working with community organizations.
RESPONSE: The major issue is the critical financial situation of the school district and how decisions are taken. Recognizing that financially the district is facing a difficult time, the actual board members take decisions without considering the needs of the children from low income families and the minorities groups. These groups have not been represented and the decisions have resulted in limiting or cutting the programs that can benefit these groups.

EDUCATION: Cornell Univ. BA 1976, Syracuse University JD 1981
CURRENT OCCUPATION: Attorney practicing social security law
QUALIFICATIONS FOR THIS OFFICE: Attorney, mother of 3, former custody master, former juvenile master. Served 14 years in various capacities for BASD on PTA, parent advisory, and other special committees.
RESPONSE: The district must focus its efforts towards providing an excellent education to our students in all areas. Our budget limitations will necessarily guide spending, but with careful attention to spending BASD will be able to do so. We must also convert variable rate debt to fixed rate debt so district dollars can be spent on educational expenses, not debt service. I will endeavor to address these issues by focusing on curriculum, finances, and leadership.

RESPONSE: The City of Easton faces many problems and will face many more in the future. The biggest problem is fiscal sense and leaders with good common sense. Without leaders who implement fiscal sense and good common sense, we will not be able to afford to address Easton’s other major problems crime, blighted property, economic redevelopment, and recreation facilities adequate for our children.

QUALIFICATIONS FOR THIS OFFICE: Easton Shade Tree Commission, Alliance for Building Communities, Easton Heritage Alliance, Easton Zoning Task Force, West Ward Neighborhood, Canton Rep, Urban Ecology Program, Weed and Seed TALL Team
RESPONSE: Easton -- like all small cities -- has fewer resources to deal with big city problems. Crime, gangs and drugs are driving good people out and demoralizing those who remain. The national economic crises will only exacerbate these problems as federal funding dries up. I will create an official structure of programs and processes within city government that will promote and facilitate the direct input and involvement of each neighborhood in deciding the vision for its future.

QUALIFICATIONS FOR THIS OFFICE: 42 years of community service; 2 years on Easton School Board; 2 years on CIT board; 25 years Columbus Committee; 2-4 year terms Easton City Council 1-4 years only woman council president
RESPONSE: Besides our financial challenges Easton’s major issue is economic development incentives which will help develop our vacant properties and generate more tax revenues. Easton is losing developers to our sister cities to the west of us because we can not offer these incentives. We need to lure visitors and tourists to our city through our festivals and business establishments. When they come they will see Easton’s neighborhoods are cleaner, safer, and more vibrant.

RESPONSE: Issue: academic performance schools in our district are not passing state tests. Solution: continue to press school administrators to formulate and install corrective action plans. This is a long process. People/administrators need time but also need to be held accountable. Issue: our community can not afford spiraling education costs. Solution: continue to press school administrators to adopt a plan that limits tax increases to the cost of living increases.

QUALIFICATIONS FOR THIS OFFICE: Taxpayer; Easton Area School District, Board of Directors, 8 years; City of Easton Home Rule Charter Commission
RESPONSE: There is no single major issue facing the district, but a number of smaller issues that must be handled in a well thought-out, practical, and down to earth approach. Whether it is planning growth and building, neighborhood schools and re-districting, or financial planning and budget development, the board can no longer be influenced by special interests or political affiliation; but focus on our community’s need to have well educated children.

RESPONSE: The major problems and challenges in education are the continuous unfunding of state and federal mandates without money to back them up. The state and federal government can no keep telling local school boards that new laws must be enforced without giving us the money to accomplish the outcomes they are pushing on us. Taxpayers have had enough! Stop feeding the fat cats in Washington without helping the local taxpayers.

RESPONSE: Because of PSSA results and the status of some schools, untested areas of the curriculum have been watered down to make more time for tested subjects rather than invigorating all areas of the curriculum with thought provoking material and chances for critical skills to develop.
